Germany’s Cabinet approves a plan to liberalize rules on cannabis possession and sale BERLIN (AP) — Germany’s Cabinet on Wednesday approved a plan to liberalize rules on cannabis, setting the scene for the European Union’s most populous member to decriminalize possession of limited amounts and allow members of “cannabis clubs” to buy the substance for recreational purposes. The legislation is billed as the first step in a two-part plan and still needs approval by parliament. But the government’s approval is a stride forward for a prominent reform project of Chancellor Olaf Scholz’s socially liberal coalition, though significantly short of its original ambitions. The bill, which the government hopes will take effect at the end of this year, foresees legalizing possession of up to 25 grams (nearly 1 ounce) of cannabis for recreational purposes and allowing individuals to grow up to three plants on their own. Stock market today: Wall Street quiet ahead of more retail earnings, Fed minutes release TOKYO — Wall Street trading is stable early Wednesday, a day after another economic red flag for China’s economy overshadowed more evidence that consumer spending in America, a dominant driver of the U.S. economy, remains very strong. Futures for the Dow Jones industrials and S&P 500 were essentially unchanged before the opening bell Wednesday. In a week heavy with retail sales data, the government reported Tuesday that Americans increased their purchases at retailers last month, a sign that solid consumer spending is still powering a resilient U.S. economy.Retail sales rose a better-than-expected 0.7% in July from June, and higher than a revised 0.3% increase the previous month. While economists pointed out that some of that spending got a jolt from events like Amazon’s annual sale, it was also the fourth consecutive month of increased spending. Why does (most of) Canada suck at building transit? By now you might be familiar with the long, sad story of the Ottawa LRT—which just returned from being totally shut down for a month. But that project is far from the only large Canadian transit project to run into delays, mistakes, errors, sky-high budgets and everything else that can turn an ambitious idea into a headache.Reece Martin is a former transportation planner and the creator of the RM Transit YouTube channel and substack. He says that mistakes can often stem from a lack of institutional knowledge on how to properly build transit. “These are extremely complicated projects, and you want to get the details right, and when you don’t, you have an Ottawa LRT situation,” says Martin. So, why does it seem so difficult to get new transit built in Canada? Are we really awful at building this stuff, or do we just love to complain about our infrastructure? You can subscribe to The Big Story podcast on Apple Podcasts, Google and Spotify. You can also find it at thebigstorypodcast.ca.
